This is due to the Japanese using one method of production, which usage partly led to Japan's rise, called JIT (just in time) production, which includes out-sourcing and specialization.

The Kawasaki R142As/R143s in New York are using AdTranz/Bombardier Mitrac propulsion. while their newest R160Bs are using Alstom ONIX (with some using Siemens IGBT-VVVF).

japan is a closed market for railway. in japan, everything related to railway is japanses made. totally closed market. there might be opportunities in future the market may open up to foreign companies like Ansaldo or Alstom but it will take time. So yes, there are definitely no Siemens train in japan, its all japanese, Kawasaki or Mitsubishi more likely...
